JEEPNEY AND TRANSFER OF TECHNOLOGY





There is supposed to be a Jeepney strike on Monday, but cancelled on considerations vital to positions of the organizers and the government. While the subject is being debated, the jeepney modernization program of the government is due and needed but on some point that it should be beneficial on the long term basis, and not for the benefit of the few that will be instant billionaires of the program. correctly, we should emphasize here the beneficial effects to economy of the jeepney modernization. Though we desire safety, efficiency and modernization of the mass transport industry, there should be some considerations that must be of advantageous to the government, the people, industry, and economy.

If we are going to modernize the public transport system, firstly it must gain the industry, and growth of people and reduce poverty as paramount.

The subject of technology transfer is vital and a major part of our subject here, as what have other countries have achieved recently, particularly the China that have benefited largely of the methodology, it is time to mull transfer of technology to the Jeepney transport modernization of the government.

The common complaints of our people about car manufacturing is obvious, they speak about our incapacity to manufacture and farther insult our status as not at par with anyone in Asia that can do it.Such claims is very un-filipino, self-insulting and a total disregard and respect to ourselves which is already disrespected worldwide because of poverty and the menial jobs we take to serve nations as the labor capital of the world. We need to dispel all these by using the situation of Jeepney modernization and ride the industrialization we need to conquer at this age.

China is the biggest example for our technology transfer subject. Because we need to make Jeepney modernization as the vehicle to gain an industrialized economy, we need to duplicate, and copy paste the experience of China for the program of the government. 

The following is part of the technological transfer subject in the perspective of the EU countries, that they are very willing to share and undertake the risk of technology transfer to China on manufacturing areas that are not so sensitive  yet economically viable for them to pursue, that they themselves will benefit with the cheap cost of labor offered by the region.

While in the past, European companies came to China to take advantage of low-cost manufacturing for export, more recently, they have come to enter the Chinese domestic market, establish R&D, engage in cooperative development, take advantage of a skilled work force, establish suppliers, and develop longterm partnerships in China. In order to achieve this, they are often willing to ‘transfer’ their key technology and designs to Chinese subsidiaries of European firms, joint-venture (JV) partners, or Chinese manufacturing and service companies. In seeing the matter above, there is no trouble of getting technology which other countries like that in europe are willing to share their technologies through partnerships with China, or maybe with anyone offering considerable terms and upon favorable conditions  met in terms of lowered labor cost most of all. Among other conditions which to be agreed upon by bilateral relations, when if, becomes contrary to laws, morals and public order of the country, we can surmount those obstacles by legislation of congress just to address particularly the matter for the long term benefit of the country's economy. Exemptions, incentives, promotions and opening areas for these type of bilateral considerations that will by long term benefits will make the country industrialized easily. We can create new and special zones that will answer fully the conditions and terms available, labor, regulations, lease, incentives, and so on.

We know for sure that the labor codes, wages, rules, regulations, and existing laws which are contrary to the current set up we need to introduce to the country in the entry of these foreign firms for partnership but can be resolved with legislation. We can have moratoriums and set sites in the countryside that can "accommodate the set up" in the vantage of 50 years, to 100 years lease, rents, agreements, that would satisfy our dryness in technology and gain them during partnership terms, in discrete manner where China had undertaken before and was successful. 

This blog cannot discuss fully those terms that needed to be addressed here, and we can subsequently deal with them in next episodes, but the primary consideration of taking the necessary steps for technology transfers which is required to accomplish the jeepney modernization must be realized then through this method, which in many times in the arguments by our people in government denies all the possibility of car manufacturing in the country and neglects our capabilities to find ways in a manner that China had been very successful  recently and now become the factory of the world, and the second largest economy.
